The Germantown Online Academy of Learning (GOAL) is the virtual school of Germantown Municipal School District (GMSD). The school says it opened in 2021, serves sixth through 12th grade for the 2026-27 school year, and is tuition-free for families living in Shelby County. Courses run on the Village Virtual platform, and students learn mostly on their own schedule, with live lessons and teacher office hours available. The state lists it as a public virtual school, not a charter school.

Enrollment

The federal NCES directory counted 65 students in the 2023-24 school year, with 19 full-time-equivalent teachers, about three students per teacher. The Tennessee Department of Education’s 2024-25 school profile file has a newer count of 84 students, most of them in high school grades.

Who can enroll

GOAL is an application school, not a zoned one. Its eligibility page sets these rules for returning and out-of-district students, among others:

  • a minimum 2.3 grade point average for high school applicants, and an overall C average in core subjects for younger applicants
  • promotion to the next grade and fewer than five unexcused absences
  • a parent or guardian available to support the student during the school day, and reliable internet
  • attending in person for district, state and school tests, and for grade recovery when it applies

The school calls enrollment “a full school year commitment,” and says a student who does not keep up attendance, has repeated behavior problems or fails a core subject may not be able to re-enroll. Students with a 504 plan, an IEP or English learner services have a planning meeting first.

The district says many of the nearly 700 students who attend GMSD through its School Choice process are high school students in the Houston High academies or enrolled at GOAL, according to its open enrollment page.

State report card

Tennessee grades most public schools A to F. In the state’s 2024-25 letter grade file, GOAL is listed as not eligible for a letter grade; most of its measures are marked as having too few students to report. Its academic growth grade was a C (score 3 of 5).

From the state’s other files:

Measure GOAL
Graduation rate, class of 2025 Above 99% of 17 students (grad rate file)
Average ACT composite, 2024-25 21.8 (17 students tested; ACT file)
Met or exceeded expectations, spring 2026 TCAP English language arts 35% (20 students)
Met or exceeded expectations, spring 2026 TCAP math 10.5% (19 students)
Met or exceeded expectations, spring 2026 English II exam 75% (12 students)

The spring 2026 figures are from the state’s 2026 test file. With so few students tested, a handful of results can move these numbers a long way. The State Report Card page for GOAL holds the full detail, and the school publishes a virtual school monitoring report.

Calendar

GOAL follows the district’s 2026-27 instructional calendar (PDF, board-approved and marked pending state approval):

  • Monday, Oct. 19: second quarter begins
  • Monday, Nov. 2: district learning day, no school for students
  • Nov. 25-27: Thanksgiving break, after flex professional development days Nov. 23-24
  • Dec. 16-18: semester exams; Friday, Dec. 18, is a half day

  • March 15-19: spring break
  • Friday, May 21, 2027: last day, a half day

The school also keeps its own calendar. It does not publish bell times; the school says students have a daily virtual homeroom.

Courses and activities

The school posts separate middle school and high school course selection pages and a GOAL student handbook. It says its students include “entrepreneurs, music artists, and competitive athletes” who use the flexible schedule.
