At its southwest corner, on Poplar Avenue at the Kirby Parkway line, is the 64-acre West Poplar Avenue District, also called the Western Gateway. Its small area plan and SmartCode changes were approved by the Board of Mayor and Aldermen on Nov. 11, 2013, according to the city’s plan page.
